Automatic Mutual Recognition (AMR) scheme

From 1 July 2022, a new Commonwealth scheme called Automatic Mutual Recognition (AMR), will come fully into effect, making it easier for interstate licence holders to work in the ACT. If you are eligible for the scheme, you will not need to pay an additional fee or apply for a separate registration or licence, you will simply need to notify the ACT local registration authority of your intent to work.

You may also hear AMR referred to as JobPass – they are the same scheme.

However, please note some occupations will require further approvals not related to their licences (such as premises, equipment, and events) to work within the ACT. You will also be required to meet any Public Protection Requirements for the occupation in the ACT (where they exist) or hold a Working with Vulnerable People check where it is required under that Act.

The ACT government is consulting about the national reforms and seeking a five year exemptions for licences that operate under the Labour Hire Licence Act 2020 and some of the licences under the Dangerous Substances Act 2004.
